3. February 13, 1849 is the birthdate of Benjamin Franklin Yoakum. Yoakum was a railroad executive who played a significant role in the development of the Pennsylvania Railroad, one of the largest and most successful railroads in the world.

4. The Pennsylvania State Capitol Building, located in Harrisburg, was completed on February 13, 1906. The building is a masterpiece of Beaux-Arts architecture and is considered one of the most beautiful state capitol buildings in the country.

5. On February 13, 2006, Pennsylvania Governor Ed Rendell signed into law the Clean Indoor Air Act, which prohibits smoking in most public places, including workplaces, restaurants, and bars.
